Skill Development | Meaning and Focus
The objective of Skill Development is to create a workforce empowered with the necessary and continuously upgraded skills, knowledge and internationally recognized qualifications to gain access to decent employment and ensure India’s competitiveness in the dynamic global market. It aims at increasing the productivity and employability of workforce (wage and self-employed) both in the organized and the unorganized sectors. It seeks increased participation of youth, women, disabled and other disadvantaged sections and to synergize efforts of various sectors and reform the present system with the enhanced capability to adapt to changing technologies and labour market demands. According to the International Labour Organization (ILO) “Skill Development is of key importance in stimulating a sustainable development process and can make a contribution in facilitating the transition from an informal to formal economy. It is also essential to address the opportunities and challenges to meet new demands of changing economies and new technologies in the context of globalization.” Skills development can help build a “virtuous circle” in which the quality and relevance of education and training for women and men fuels the innovation, investment, technological change, enterprise development, economic diversification and competitiveness that economies need to accelerate the creation of more jobs.
Skill Development Landscape in India
India is one of the few countries in the world where the working age population will be far in excess of those dependent on them and, as per the World Bank, this will continue for at least three decades till 2040. This has increasingly been recognized as a potential source of significant strength for the national economy, provided we are able to equip and continuously upgrade the skills of the population in the working age group. In recognition of this need, the Government of India has adopted skill development as a national priority over the next 10 years. The Eleventh Five Year Plan detailed a road-map for skill development in India, and favoured the formation of Skill Development Missions, both at the State and National levels. To create such an institutional base for skill development in India at the national level, a “Coordinated Action on Skill Development” with three-tier institutional structure consisting of the PM’s National Council on Skill Development, the National Skill Development Coordination Board (NSDCB) and the National Skill Development Corporation (NSDC) was created in early 2008.
The main functions of the PM’s National Council on Skill Development are as under:
- To lay down overall broad policy objectives, financing and governance models and strategies relating to skill development.
- To review the progress of schemes, and guide on mid-course corrections, additions and closure of parts or whole of any particular programme/scheme. Coordinate Public Sector / Private Sector Initiatives in a framework of collaborative action.
The NSDCB coordinates the skill development efforts of a large number of Central Ministries/Departments and States. The National Skill Development Corporation (NSDC) is a Public Private Partnership, set up to catalyze the setting-up of large scale, for-profit sustainable vocational institutions in the country, by encouraging private sector participation and providing low-cost funding for training capacity. In addition, it is expected to fund supporting systems such as quality assurance, labor market information systems and train-the-trainer facilities. Thus, the three-tier structure together facilitates implementation of skill development on the ground through three main channels - Central Ministries, the state governments and private and public training organisations.

In the Madhya Pradesh Government over 25 departments Ministries are closely involved in skill development (For list of these Departments, click here). These Departments mainly operate in one of two ways - through setting up own training capacity in specific sectors or through providing per-trainee costs of training for specific target populations. MP State Governments has set up State Skill Development Missions as nodal body to anchor the skill development agenda in the State. MPSDM is expected to play a significant role in escalating the pace of skilling, through identification of key sectors for skill development in the State, as well as coordinating with State Govt Departments, as well as industry and private training organizations. MPCVET is a body under the chairmanship of Hon’ble CM of Madhya Pradesh to act as the apex body for monitoring, coordination, convergence and providing overall policy direction for skill development activities in Madhya Pradesh. MPCVET portal, aims at "Convergence and Dissemination of Information" and "Convergence and Simplification of Process." The web-portal is beneficial to Candidates, Trainees, Training Centers, Employers, Placement Agencies, Labour Contractors, Job Providers, Self-Employed Persons and even to a Common Citizen.

Portal provides complete list of courses being offered by various institutes in the State. Candidates can also view the list of the institutes near to their place of residence that are running the desired courses.• Institutes
Free platform to market their training center by displaying their profile, courses being run by them, their achievements, placement records, profile and status of the trainees trained by them on the portal thereby improving their visibility.• Industries
Acts as Online job portal and provides direct access to contact details institutes and mobile numbers of the skilled candidates.• Placement agencies / Labour contractors/ Job providers
The portal offers Placement agencies / Labour contractors/ Job providers a place where they can find the contact details of all the skilled manpower of the state at one place. Assessment-cum- Placement agencies can also start assessment-certification-placement services thereby giving already employed persons chances for better placement at the same time the industry also get access to experienced manpower in addition to the fresher’s.• Self employed Skilled Person
They get added automatically to Online directory of skilled manpower or Yellow pages of portal thereby helping them to get more business/job opportunities. Not only the new entrants in this field but even already skilled persons who has been in this field with or without any formal training can also be added to the yellow pages by the institutes. So virtually each and every skilled person has a chance to get the benefit of the yellow pages or online directory.• Common Citizen
Gives access to mobile numbers of skilled manpower e.g. plumbers, electricians, beauticians, tailors, masons, auto-mechanics etc through online directory. This is basically free and open Yellow Pages covering possibly each and every skilled person of the state.
Mission Objectives
- To plan and execute Skill Development Programmes to prepare youth for self employment and for various jobs available in Industrial & Service Sectors.
- To develop competency based curricula, and to train and certify school dropouts, labour working in unorganized sector, service sector and unskilled workers engaged in various industries.
- To prepare need based training programme of different levels as per the requirement of various groups industrial sectors, which are recognition at national & international level and also to recognise such programmes for further education.
- To develop a flexible delivery mechanism to impart training in part time, weekends, full time, onsite/offsite mode.
- To plan and monitor National Skill Development Policy at State level.
- To frame policy & programmes to link non-formal vocational training with the formal education system and to develop system of recognising prior acquired learning.
- To converge and develop available training resources in the state through Public Private Partnership.
- To provide access to vocational education & training with inclusive growth for all the groups of the society.
- To provide training of trainers, to promote innovation in training & also to render consultancy services.
- To award certificates, diplomas and other distinctions to trained manpower and set norms for quality and standards of vocational training system.
- To affiliate institutes as vocational training providers on payment of prescribe fee.
- To forecast the needs of skilled manpower to cater to the needs of various stakeholders in the State on regular basis.
- To institute and award scholarships, prizes and medals in accordance with the rules and bye laws.
- To fix and demand such fees and other charges as may be laid down in the bye laws made under the rules of the society.
- To establish maintain and manage the land, building, other infrastructure and assets of the society for institutional purposes
- To create with the prior approval of State Government administrative, technical, ministerial and other posts under the society and to make appointments thereto.
- To interact and co-operate with any educational institute, training organisation and industrial organisation having objects wholly or partly similar to those of the society.
- To develop continuing education programmes for the personnel in the organised and unorganised sectors.
- To make rules and regulations and bye-laws for the conduct of the affairs of the society and to add, to amend, to vary or rescind them from time to time with the approval of State Government.
- To establish network with other similar organisation for exchange of expertise, information / documents and publications.
- To acquire and hold property provided that the prior approval of State Government is obtained for the acquisition of immovable property.
- To deal with any such property belonging to or vested in the society in such manner as the society may deem fit for advancing its objects provided that prior approval of the State Government is obtained for transfer of any immovable property.
